403.706 Local government solid waste responsibilities. — (1) The governing body of a county has the responsibility and power to provide for the operation of solid waste disposal facilities to meet the needs of all incorporated and unincorporated areas of the county. A county may fulfill these responsibilities and exercise these powers by any means authorized for the provision of county services. [...] Each county and each municipality shall implement a recyclable materials recycling program that shall have a goal of recycling recyclable solid waste by 75 percent by December 31, 2020.

Every qualifying dwelling unit gets a serial-numbered cart. Garbage must be drained of free liquids and go in that cart or in pre-paid disposal bags, which cannot weigh over 40 pounds, and the lid has to close. Put the cart out no earlier than 5:00 p.m. the day before your collection day, and take it back in by 9:00 p.m. on collection day, storing it out of sight from the street. Garbage set out in any other container will not be collected. Collection days themselves are set administratively, not in the code.

Violations & Fines

Leaving carts out early, in view of the street, or using unapproved containers violates section 27-76. Section 1-9 caps penalties at $500 or 60 days, each day a separate offense.
