Failing to maintain garbage service or dumping illegally are violations of KCC 10.04 and state law. Illegal dumping is a gross misdemeanor under RCW 70A.200.060 with fines up to 5,000 dollars. Setting out non-allowed items at curbside can result in refusal to collect and tag fees.
