Limited exemptions exist: the city manager may approve shared service between two adjacent commonly owned parcels, two structures sharing a driveway, or a primary and secondary unit on one parcel (MCC 8.05.020(F)). Owners may haul their own refuse to a legal disposal point (MCC 8.15.010(G)), and small quantities of recyclables, construction debris under 10 cubic yards, or landscape trimmings under 10 cubic yards are exempt from mandatory collection (MCC 8.05.020(G)).
Refusing or avoiding mandatory residential collection still leaves the premises liable for charges (MCC 8.05.020(E)). Operating as an unpermitted hauler is a Class 3 misdemeanor (MCC 8.15.010(A)). Collecting from a business within 500 feet of a residence between 7 p.m. and 6 a.m. violates MCC 8.15.030(F).
