Section 8-3(f) makes recycling collection compulsory in the same article that requires garbage service, but ties the mandate to city commission approval: once the recycling program is approved by resolution, every property owner, tenant, resident, firm, or corporation must use the contractor's recycling service, and the owner bears the cost. The compulsory service floor is one pickup per week, half the two-pickup minimum required for regular garbage under § 8-3(a). Section 8-1 defines what counts as recyclable material: newspaper, aluminum cans, clear glass, and any other materials the city commission approves by resolution as part of the recycling services agreement with the contractor.

Recyclable materials collected by the city are also folded into the broader definition of garbage under § 8-1, which extends garbage's rules, including the § 8-2 duty to keep containers tightly closed, sanitary, and screened from view, to designated recyclables. The recycling mandate carries one express carve-out: § 8-3(f) states plainly that it is not the intent of the section to prohibit any nonprofit organization from soliciting recyclable materials for resource recovery and recycling, so donating newspapers or cans to a nonprofit drive does not violate the compulsory service requirement.

Recycling containers themselves must be used solely for designated recyclable materials under § 8-2, so putting household garbage in a recycling bin is a separate violation.
