Southampton, NY Trash & Recycling: Recycling Requirements (2026)

Chapter 205 puts the obligation to offer curbside recycling on the haulers themselves. Before operating in the Town at all, a commercial hauler/carter must obtain a solid waste collection permit from the Division of Waste Management, with a fee the Town Board sets annually and no proration for a permit issued partway through the year (§ 205-7(A)). Once permitted, § 205-7(C) requires that hauler/carter to offer collection services for recyclable materials to every residential customer for whom it already provides household solid waste collection, so a resident cannot be signed up for trash pickup alone without recycling being available from the same carter.

The Town Board can add to or change the list of required recyclable materials by resolution, and that list is posted on the Town's website and published in the local newspaper (§ 205-7(D)(1)). Permits run on the calendar year, are renewed under the same conditions as the original application, and require a visible truck plate or tag from the Division of Waste Management; failing to display it is itself a violation (§ 205-7(E)). Application materials for a permit include the hauler's vehicle list, ownership information, and the prior year's estimated tonnage of refuse and recyclables collected in the Town (§ 205-7(D)).
