Three state laws drive Yuba City's recycling mandate. AB 341 (Public Resources Code Β§42649 et seq.) requires any business generating 4+ cubic yards/week of solid waste, and multi-family complexes of 5+ units, to subscribe to recycling service. AB 1826 (PRC Β§42649.8 et seq.) extends this to organic waste, with thresholds phased down over time. SB 1383 (PRC Β§42652 et seq., regs at 14 CCR Division 7, Chapter 12) made residential organics separation mandatory statewide effective January 1, 2022 β the Regional Waste Management Authority and Recology rolled out compliance in Yuba City on February 19, 2022. Recyclables (blue cart): plastics #1-7, paper, cardboard, glass bottles, aluminum and tin cans, hard plastics. NOT accepted in any cart: batteries, fluorescent bulbs, electronics, paint, fuel cylinders, pesticides, medicines β these are household hazardous waste and must go to the Marysville HHW facility. Yuba City Code Title 6, Chapter 10 specifically requires recycling at special events. Yuba City Code Title 6, Chapter 3 (Mandatory Recycling β Commercial Service) implements AB 341/1826 locally.
SB 1383 regulations (14 CCR Β§18995.4) allow jurisdictions to impose administrative civil penalties starting January 1, 2024. Per CalRecycle's enforcement framework, residential and commercial generators that contaminate carts or fail to subscribe face escalating citations: first violation $50-$100, second $100-$200, third+ $250-$500 per occurrence. Yuba City Code Enforcement administers local violations; CalRecycle audits the jurisdiction. Repeated commercial non-compliance can be referred to the Sutter County District Attorney.
