03, part of Chapter 4's rules against obstructions in gutters and ditches, states plainly that "no person shall deposit in the public right-of-way any garden refuse, including tree trimmings, shrub trimmings, grass clippings, and similar materials," and instead requires that garden refuse "be disposed of in accordance with Chapter 3 of Title 6," the city's mandatory refuse collection chapter. 01(f)(2) counts "lawn and garden refuse such as leaves, grass cuttings, roots, and weeds from which the soil has been removed, trimmings from trees or shrubs, plants, and similar materials" as refuse subject to the same weekly collection service as household trash.

In practice that means bagged clippings, bundled branches or a yard-waste cart go out with your regular collector rather than into the street or a drainage ditch. 02 lets the Public Works Director notify the owner; if the owner takes no action and does not get the Council to cancel the notice within 30 days, the Director is authorized to have the obstruction removed at the City's expense and bill the property. 14 caps any refuse accumulation, including yard waste awaiting pickup, at one calendar week.
