The Director may establish reasonable weight limits for safe handling of automated collection containers. The container shall be kept tightly covered at all times by a tightfitting noncorrodible cover, except when discarded materials are being deposited therein or removed therefrom, and shall at all times be proofed against access by flies, rodents, and animals.

Violations & Fines
Section 5.32.360 makes a violation of the container requirement in Section 5.32.060 an infraction, punishable as provided in Government Code Section 36900, with the Director or the Alameda County Health Officer designated to enforce it. Placing an unauthorized container of any kind for collection can also draw an escalating fine of $100 for a first offense, $200 for a second within a year, and up to $500 for each additional violation under Section 5.32.365.
