B makes the Ogden Urban Forestry Advisory Committee, established under Title 3, Chapter 23, the city's representative for heritage tree designation: the committee applies to the heritage tree advisory committee for designation by the state Division of Forestry, Fire and State Lands. Before filing that application, the committee must inform the property owner in writing of the impending application and give the owner an opportunity to be heard. The same committee, under subsection A, recommends and periodically reviews and updates the arboricultural regulations described in section 6-2-5, which govern tree types, care standards and protection plans for street and park trees citywide.

Heritage tree status sits within the broader Urban Forestry chapter (6-2), whose stated purpose is to optimize public benefits from Ogden's urban forest, increase public safety, and maintain the aesthetic quality of the city's tree resource (6-2-1).
