Jupiter, FL Water Use Rules: Leak Reporting Duty (2026)

Section 20-94 does not impose a duty to report a leak, but it creates the town's ordinance-level mechanism for a resident to get billing relief after fixing one. The excessive usage credit, or EUC, is available at the consumer's request when the utility determines the customer acted promptly to remediate a leak on the consumer's side of the meter and, by doing so, prevented excessive water use. To qualify under subsection (a), the abnormally high reading for a single monthly cycle must be at least double the account's average monthly usage over the preceding 12 months, the total usage for that cycle must exceed 10,000 gallons, the spike must not result from a deliberate act of the consumer, the credit is limited to once every two years on a given account, and the request must be made within six months of the bill in question.

Subsection (b) sets how the credit is calculated: the EUC applies to all water commodity charges billed above the consumer's preceding 12-month average, but the consumer still pays the full cost of that average usage plus the lowest tiered rate on any gallons billed above it. The utility director administers the credit; there is no separate reporting deadline for the leak itself, only the six-month window to request the adjustment after the high bill is issued.
