Woodland, CA Water Use Rules: Recycled Water Rules (2026)

Woodland Municipal Code Chapter 13.44 sets the rules for the City's nonpotable recycled water system, used mainly for landscape and agricultural irrigation and some industrial processes. Section 13.44.010 states the City's policy: extend potable supplies by shifting nonpotable uses to recycled water, cut wastewater lost to the Tule Canal in the Yolo Bypass, prevent any direct human consumption of recycled water, and control runoff from recycled water systems. Before the City turns on service, Section 13.44.030 requires the site owner to sign the terms and conditions for recycled water operations, use, and service, and whenever the property changes hands, the new owner has 30 days from the effective transfer date or close of escrow, whichever comes first, to sign a fresh set of terms; missing that deadline cuts off recycled water service on the 31st day after the ownership change.

The City Engineer reviews every application, can require backflow preventers and on-site modifications, and controls which areas fall inside an approved recycled water use area. Customers pay connection and meter charges up front, and delinquent accounts get disconnected under the same terms that apply to potable water billing. Section 13.44.130 makes it unlawful for anyone to resell water received from the City's recycled water facilities, with one narrow exception: a landlord may pass through to a tenant only the amount the landlord itself pays the City. Unauthorized hookups to recycled water facilities are separately barred by Section 13.44.120, which requires the Engineer's approval for every connection.
