Irving, TX Water Use Rules: Turf Replacement Rebates (2026)

11 of Irving's Water Management Plan (Appendix A to the Code of Civil and Criminal Ordinances, adopted by Ordinance 2024-10896) explains that the city's landscape ordinance, Zoning Ordinance No. 1144, Section 52-35a, was rewritten and approved by the city council on February 15, 2018 to set updated minimum landscaping standards for all land developed within the city limits. The rewrite lets a xeriscape landscape plan of rock, stone, gravel and other unpaved materials satisfy the minimum landscape standard in place of a fully irrigated lawn, specifically to cut new-development irrigation demand.

4(a): front and side yards on residentially zoned lots adjacent to a street may be maintained with grass, ground cover, other natural vegetation, or a mix of rock, stone, gravel, artificial turf and other unpaved materials arranged in a Xeriscape plan, in lieu of grass. 4(b) then caps impervious coverage in those same yards, limiting pavement to driveways, walkways and site-plan-approved flatwork (impervious surface already in place by August 3, 2006 is an affirmative defense). 2(e). 00 for a commercial one, plus design rules barring heads within four inches of pavement and requiring drip or bubbler emitters wherever landscaping is narrower than four feet, and a rain/freeze sensor on every new system.
