San Clemente allows garage conversions primarily as ADUs under SCMC 17.28.270. Converting an existing garage to an accessory dwelling unit is a ministerial, building-permit-only action, and no setback is required for a legally established existing garage.
Under SCMC 17.28.270, a garage located within the existing space of a single-family dwelling or accessory structure may be converted to an ADU with only a building permit, provided the unit has independent exterior access and side and rear setbacks sufficient for fire and life safety under the building and fire codes. When a garage, carport, or other covered parking is converted to an ADU, those off-street spaces need not be replaced. Up to 150 additional square feet may be added for ingress and egress. Converting garage space to non-ADU living area is instead governed by the base residential zone standards, and the conversion must still meet building-code requirements for light, ventilation, and occupancy.
