Section 5-1, in Chapter 5's general article, makes it unlawful to keep, harbor or maintain within the city limits any horses, mules, sheep, cattle, hogs, goats, geese, turkeys, chickens or other livestock or fowl. The only carve-out in the text is for horses and ponies kept by a duly licensed riding academy on the academy's own premises; no other animal, business type or property is exempted. The provision traces to the original 1966 code (Code 1966, § 5-1) and sits alongside other Chapter 5 rules restricting animals on beaches (Sec.

5-3) and cross-referencing the city's separate wildlife-preservation ordinance (Sec. 11-7) and animal noise standards (Sec. 10-60).
