Under California Health & Safety Code 121690(a), every owner must license a dog after it turns four months old. There is no breed-specific leash rule; the county regulates behavior, not breed.
Violating the restraint requirement of section 62.669 is a misdemeanor; the county may also impound the dog and levy impound and licensing fees.
