Maricopa City Code §12.20.020 requires dogs in city parks to be on a leash of not more than six feet ('direct control'); voice control and tethering do not qualify. The city adopts the Pinal County Rabies and Animal Control Ordinance (No. 050510-ACC) by reference (§6.05.010), under which no dog may be at large.
The City of Maricopa, an exurb in Pinal County incorporated in 2003, splits its dog-control rules between its own City Code and a county ordinance it adopts. Maricopa City Code §12.20.020 (Pets, in the Parks chapter) governs dogs in city parks: unless in a designated off-leash area, every domesticated pet must be under 'direct control,' defined as caged or kept on a leash, cord, chain, or other restraint 'of not more than six feet in length.' The code expressly states that voice control, or a pet tethered to a tree, plant, building, or equipment, does NOT qualify as direct control and is a violation. For dogs generally being 'at large,' the city does not rely solely on its own chapter: City Code §6.05.010 adopts by reference the Pinal County Rabies and Animal Control Ordinance No. 050510-ACC, under which no dog is permitted to be at large at any time. Pinal County Animal Care & Control provides much of the field enforcement and sheltering for the city. The published Maricopa zoning code (§18.80.030) separately caps household dogs at four in all zoning districts except rural districts. Because the city defers substantially to the county ordinance and Arizona law (A.R.S. Title 11, Chapter 7), residents should confirm specifics with the City of Maricopa Police Department's Animal Care & Control unit and Pinal County.
Park leash and direct-control violations are enforced under the City Code parks chapter (§12.20.020) by city Animal Control or police. At-large dogs are handled under the adopted Pinal County Rabies and Animal Control Ordinance (No. 050510-ACC) and A.R.S. Title 11, which authorize impoundment, owner citation, and reclaim fees. Dogs four months and older must be licensed and currently rabies-vaccinated; an unlicensed dog running at large may be impounded. Penalties and fees are set by the city Animal Control fee schedule and the county ordinance.
