Under Code section 3.03.001 a dog's primary living area must be a fenced or enclosed space, with at least 50 square feet per dog six months or older in an outdoor enclosure. Section 3.03.002 makes it unlawful to chain or tether a dog as its primary enclosure for more than two cumulative hours in 24 hours, and a dog must be on a leash whenever walked outside its enclosure. Pinch, prong, and choke collars are barred while the dog is unsupervised (section 3.03.003). Dogs must be registered, rabies-vaccinated, and microchipped citywide. San Angelo Animal Services enforces these rules.
Off-leash or unlawfully tethered dogs draw citations and possible impoundment, with fines under section 1.01.009. A person given notice may get 15 days to fix a tethering violation before penalty.
