San Angelo, TX Animal Ordinances: Pet Limits (2026)

The Code of Ordinances defines a multi-pet owner as anyone who keeps or harbors more than seven dogs, other than puppies under four months old (sec. 001). Crossing that threshold triggers a mandatory multi-pet owner's permit under sec. 002, issued by the animal services manager and renewable every year for the life of the animals. Unless the household also holds a valid breeder's permit, every dog covered by a multi-pet owner's permit must be spayed or neutered, closing off unpermitted breeding as a workaround for keeping a large pack.

The ordinance sets no separate numeric cap on cats; the multi-pet definition tracks dogs only, so a household with many cats falls instead under the general registration, vaccination and nuisance rules in chapter 3. Animal services can inspect the indoor or outdoor premises of any permit holder on reasonable suspicion of a care, treatment or living-condition violation, and a permit found in violation can be suspended or revoked without prior notice. Puppies under four months are excluded from the dog count entirely, so a litter does not automatically push an owner into permit territory.

Breeder's permits run separately under sec. 001 at $100 per unaltered animal per year and are a precondition for keeping unaltered dogs above the seven-dog line.
