Arizona Game and Fish Commission rules apply uniformly statewide and prohibit private possession of restricted live wildlife including big cats, primates, alligators, and venomous reptiles without a special license.
A.R.S. Section 17-306 authorizes the Arizona Game and Fish Commission to regulate possession of live wildlife. Arizona Administrative Code R12-4-406 lists restricted species, including most non-domestic carnivores, primates, crocodilians, and venomous reptiles. Permits are issued only for specific purposes such as zoological exhibition, research, or wildlife rehabilitation. These rules preempt local ordinances when they would conflict with statewide wildlife management. Native wildlife is also protected under A.R.S. Section 17-306; possession without a license is unlawful.
Unlawful possession of restricted wildlife is generally a class 2 misdemeanor under A.R.S. Section 17-309, with seizure of the animal and fines up to $750 per offense.
