The Yavapai County Planning and Zoning Ordinance permits poultry in residential zones at up to eight birds per acre, with offspring under one year not counted toward the limit. Minimum parcels are 70,000 sq ft in R1L and RMM zones, and 35,000 sq ft in R1 and RCU zones. ARS 9-462.12 preemption also guarantees up to six fowl on any lot one-half acre or less. For larger livestock, Section 505 grants an agricultural exemption on five or more contiguous commercial acres. Arizona's open-range law (ARS Title 3, Article 8) means cattle may roam onto unfenced parcels, and landowners must build a lawful fence (four barbed wires, posts no more than 30 feet apart, top wire 50 inches high).
Zoning violations are civil infractions handled by Yavapai County Code Enforcement, with daily fines until abated. No cause of action exists against ranchers for open-range livestock damage unless the parcel is enclosed by a lawful fence.
