Rocklin, CA Animal Ordinances: Mandatory Spay/Neuter (2026)

Rocklin Municipal Code § 6.34.040 flatly bars keeping an unaltered male or female domestic swine anywhere within city limits, and the licensing chapter backs the rule with paperwork: under § 6.34.080, the animal control officer will not issue the required swine license unless the owner certifies the animal has been spayed or neutered and shows proof of a current leptospirosis vaccination under § 6.34.050. Swine already qualify as pets only within narrow limits set by Chapter 6.34: no more than eighteen inches at the shoulder or ninety-five pounds under § 6.34.010, kept only at an occupied single-family home on a lot of at least six thousand square feet (ten thousand square feet for two swine) per § 6.34.020, capped at two animals total per § 6.34.030, and housed in a paved, securely fenced enclosure of at least one hundred twenty square feet per § 6.34.060.

The city's other household-pet categories carried in Chapter 6.44, dogs, cats, rabbits and domestic fowl, carry no comparable spay/neuter mandate; the swine rule is the only breeding-control ordinance in the Rocklin code. Licenses run for up to twelve months and must be renewed annually under § 6.34.080(B), and the animal control officer mails renewal notices the month before expiration under § 6.34.130. A lost tag must be replaced within ten days for a council-set fee under § 6.34.120.
