Rocklin, CA Animal Ordinances: Pet Groomer Rules (2026)

Chapter 17.68 of the Rocklin Municipal Code lets residents run certain small businesses from their homes, but Section 17.68.030 lists seventeen uses that can never qualify, and item three is 'Animal hospital or grooming facility.' Item sixteen on the same list, 'Veterinary services, including boarding,' is likewise barred as a home business, so any professional pet-grooming or veterinary-type operation is pushed entirely out of the home business permit system created by Section 17.68.050, which otherwise lets an owner-occupant apply to the community development director for a home business permit and business license under Title 5.

A groomer who provides grooming only, with no boarding, is instead defined under Section 17.04.290 as a 'personal services establishment,' a use the zoning code places among permitted personal service uses in applicable commercial zones such as C-1 and C-2, not as a home occupation. Because the prohibition in 17.68.030 covers the address itself, not just the paperwork, a Rocklin homeowner cannot cure the problem by seeking a home business permit; grooming clients on a residential premises for compensation falls outside the ordinance regardless of scale.

Businesses that want to offer grooming must locate in a zone that permits personal services or retail establishments, and if boarding is involved, must instead meet the kennel siting and conditional use permit rules of Section 17.64.070, which confine kennels to commercial and industrial districts.
