Westminster, CO Animal Ordinances: Mandatory Spay/Neuter (2026)

Section 6-7-12(F)(1) of the Westminster Municipal Code requires the owner of any potbellied pig four months of age or older to obtain a City permit for the pig, and states 'Upon proof of spay or neutering, the City shall issue a permit,' making sterilization a condition of lawful permitting rather than optional. A potbellied pig kept on residential property must also be kept as a personal pet, not raised for breeding, sale, or consumption, reinforcing the no-breeding policy behind the spay/neuter proof requirement. Separately, Section 6-7-8(C)(4) requires that any animal classified as 'potentially dangerous' 'shall be spayed or neutered by a licensed veterinarian or a licensed shelter' before the owner may lawfully keep it, though the Municipal Court may waive that requirement if a veterinarian documents in writing that the procedure would be unreasonably harmful to the animal's health.

Outside these two circumstances, ordinary dog and cat ownership in Westminster carries no city-mandated spay/neuter requirement; the City instead licenses and regulates kennels and pet shops under Sections 6-7-10 and 6-7-11 without a general sterilization mandate for household pets.
