Westminster, CO Animal Ordinances: Pet Limits (2026)

Section 6-7-12(A) of the Westminster Municipal Code caps household animal keeping citywide in residentially zoned property: a maximum of ten domestic animals, of which no more than four may be dogs or cats over the age of four months. The cap layers on top of, and is reduced by, the separate hive and hen limits in Subsections 6-7-12(H) and (I), so a property running bee hives or chickens counts those against the same ceiling rather than getting them for free. The Code is explicit that an animal kept as an emotional support animal or ADA service animal still counts toward the limit, so a service dog does not create an exception to the four-dog-or-cat cap.

Fish are expressly excluded from the count. Exceeding the cap is independently declared a public nuisance abatable under Title VIII, Chapter 4, giving code enforcement a civil abatement path on top of the citation itself. Where the residential limit conflicts with the Code's separate rules on exotic, endangered, or prohibited animals, or with state or federal law, those stricter provisions control instead of the numeric pet limit.
