Hoboken treats animal grooming as a standards-driven use under the commercial district rules in § 196-19G, the section governing standards for specific uses in the C-1 through C-4 Districts. Subsection G(3) requires a grooming business to operate on the first floor or basement floor of its building, keeping the use at street level or below rather than in upper-floor space. Sound-attenuation measures are mandatory to stop noise from migrating to other parts of the host building, to adjacent structures, or to the public right-of-way; the code names absorptive wall and ceiling insulation, acoustic panels and sound-dampening drywall such as QuietRock as acceptable methods, though any comparable treatment can satisfy the standard.

To prevent grooming operations from functioning as unlicensed boarding, § 196-19G(3)(c) caps how long a dropped-off animal may remain on site at four hours, and G(3)(d) restricts operating hours to between 8:00 a.m. and 9:00 p.m. These conditions sit alongside the neighboring standards for animal boarding and day care in G(2), which separately require 24-hour staffing when animals stay overnight and a circulation plan covering car trips, deliveries and pickup scheduling when requested, and for veterinary services in G(4), which require secured storage of pharmaceuticals and controlled substances.

A grooming business seeking a location where the use is conditional must obtain Planning Board or Board of Adjustment approval and can only be granted deviations from these standards where existing site constraints justify it, subject to the reviewing board's finding that adjacent properties are not adversely affected.
