Hoboken, NJ Animal Ordinances: Veterinary Clinic Zoning (2026)

Hoboken City Code § 196-19G(4) sets conditional-use standards for veterinary services in the City's commercial zone districts (C-1, C-2, C-3 and C-4). Where permitted, veterinary services shall only be located on the first floor or basement floor of the building in which they are housed, keeping animal-care traffic off upper floors of mixed-use buildings. Operators must demonstrate measures for securing medical equipment, pharmaceutical drugs, gases and other controlled substances, addressing the diversion risk that comes with keeping veterinary pharmaceuticals on a commercial strip. They must also demonstrate measures for handling hazardous and animal waste before the Planning Board or Board of Adjustment will approve the use.

Sound-attenuation measures are mandatory to prevent sound migration to other parts of the host building, to adjacent structures and to the public right-of-way; the code specifically references absorptive insulation in walls and ceilings, acoustic panels, and QuietRock drywall or similar treatments as acceptable methods. Make-up air and/or ventilation equipment must be installed to ensure consistent air quality and eliminate potential odors, a standard that runs through several of the animal-related use categories in this section. If animals are held overnight for medical reasons, the facility must have staff on the premises 24 hours a day during that overnight stay.

When requested by the reviewing board, the applicant must provide a circulation plan covering anticipated car trips, pedestrian visits, delivery schedules, loading needs and pickup/dropoff accommodations. These standards sit alongside separate conditional-use rules in the same section for animal boarding/day care and animal grooming, each with its own first-floor/basement and sound-attenuation requirements.
