Section 215.030 of the Blue Springs City Code caps household animals at four adults over six months and twelve total animals of any age in a zoned residential neighborhood. Crossing that line, five or more adults or thirteen or more total animals, means the property is treated as a commercial kennel or breeder, which requires proper zoning approval plus an occupational license from the City License Collector and a matching state license from the Missouri Department of Agriculture. Backyard hens kept under Section 215.127 do not count toward either cap, so a household running the maximum six hens still counts separately from its dog and cat limit.

Police officers and Animal Control Officers enforce Chapter 215 under Section 215.020. Because Section 215.030 does not set its own fine, a violation falls under the Code's general penalty, Section 100.080(A): a fine of not more than five hundred dollars or imprisonment not exceeding ninety days, or both, and each day the excess count continues is a separate offense. A household that wants to keep more animals than the residential cap allows has to go through the City's conditional-use and licensing process rather than simply exceeding the limit, since Animal Control counts animals on inspection, not just complaints.
