Blue Springs, MO Animal Ordinances: Veterinary Clinic Zoning (2026)

Blue Springs' Unified Development Code splits veterinary uses into defined categories in the glossary at Section 411.030. 'Animal Care, General' is defined as a use providing animal care, boarding or veterinary services with outdoor animal runs, while 'Animal Care, Limited' covers the same animal care, boarding or veterinary services but only for household pets and only where there are no outdoor animal runs. The zoning standard that actually governs siting, at Section 405.050(A)(3), applies to 'Animal Care, General and Kennels' together: any outdoor animal run must be located at least 75 feet from a lot line abutting an SF-7 or less intensive zoning district, and a kennel use requires a minimum lot size of 3 acres.

Because Limited Animal Care has no outdoor runs by definition, a veterinary clinic that keeps animals entirely indoors can locate without meeting the 75-foot run setback or 3-acre minimum that apply to a general or kennel-type animal care use with outdoor runs. Community Development determines which category a proposed veterinary use falls into and checks the applicable use table and standards for the zoning district during site plan review before a permit issues.
