Section 5.60 of the Eden Prairie City Code defines a private kennel as a place where more than two dogs or two cats over six months old are kept by their owner for no commercial purpose, capping the combined total of dogs and cats over six months at five in any private kennel (Subd. 2). Subdivision 3 makes it unlawful to own, harbor, keep, or allow the keeping of more than two dogs or more than two cats over six months on a property without first obtaining either a private or commercial kennel license.

To apply, the owner submits a request to the City Clerk with the required fee and an acknowledgment form signed by at least one property owner within two hundred feet of the kennel site, so neighbors are notified and can raise comments (Subd. 4.A). The City inspects the property before issuing a license to confirm adequate safeguards against nuisances and compliance with state health and maintenance standards under Minnesota Statutes 1992, Section 347.35 (Subd. 4.B). A private kennel license expires December 31 each year and can be revoked for violating the section or related law; commercial kennels face ongoing State-authorized inspections, and an uncorrected violation is grounds for revocation after ten days' notice (Subd. 4.C, D).
