Eden Prairie, MN Animal Ordinances: Pet Store Rules (2026)

Section 9.75, Subdivision 3.A flatly prohibits a pet store from selling, delivering, offering for sale, bartering, auctioning, giving away or otherwise transferring or disposing of cats or dogs. Subdivision 3.B carves out a narrow exception: stores may collaborate with animal shelters, animal rescue organizations and animal control authorities to showcase adoptable dogs and cats on their premises, provided the showcased animals are at least 8 weeks old and any showcased dog is not kept overnight at the store. The Council's findings in Subdivision 1 explain the reasoning, citing over-breeding, inbreeding, inadequate veterinary care and shelter, and indiscriminate disposal of breeding animals at mass commercial facilities that supply pet-store puppies and kittens, and note the ordinance rests on the City's animal-keeping authority under Minnesota Statutes Section 412.221, Subdivision 21.

A pet store that does showcase adoptable animals must post a Certificate of Source, naming the shelter, rescue or animal control authority, within three feet of each animal's kennel or cage and give a copy to any adopter; those records must be kept for at least one year after the animal last appeared in the store, and must be produced immediately to a peace officer, animal control authority or humane agent under Minnesota Statutes Section 343.06 on request. A City employee may inspect a pet store on prior notice to confirm compliance.
