Eden Prairie, MN Animal Ordinances: Dog Leash Laws (2026)

City Code Section 9.07 defines 'at large' as any animal off its owner's premises unless controlled by a leash no longer than six feet, with one exception: being on someone else's private property with that landowner's permission while the animal's owner is present (Subd. 2). Subd. 6.A then makes it unlawful for a dog's owner to permit the animal to be at large anywhere in the City of Eden Prairie, with no carve-out for a fenced yard or an invisible-fence collar. Every dog over six months old must also carry a City-issued license, obtained from the City Clerk after the owner shows a veterinarian's certification of a current rabies vaccination; new residents have thirty days after moving in to license a dog they already own (Subd.

3). License, impoundment and maintenance fees are set by City Council resolution and kept on file with the Clerk (Subd. 4), though guide dogs are licensed free (Subd. 4.A). A loose dog can be picked up by an Animal Control Officer or another City-designated officer and held at the City Animal Shelter under Minnesota Statutes Chapter 346 (Subd. 8), and the Police Department keeps the impoundment record if the owner cannot be identified (Subd. 9). Police-service dogs of the Eden Prairie Police Department are exempt from the leash and licensing sections while working, but must still be rabies-vaccinated (Subd. 16).
