Lawton, OK Animal Ordinances: Pet Limits (2026)

Section 5-5-501(A) states plainly that it is unlawful for any person to own, possess, keep or have under their control more than a total of three dogs or cats, including any combination of the two, once the animals are over six months of age. Below that age, puppies and kittens are not counted toward the cap. Each dog or cat over six months must be individually licensed through the Animal Welfare Division: an 'A' license is issued for a spayed or neutered animal upon proof of a current rabies vaccination and sterilization, and it stays valid for the term of that vaccination certificate; a 'B' license is issued annually for an intact animal on proof of a current rabies vaccination.

Both license types require payment of the fee set in the city's fee schedule. Separately, Article 5-4 exempts dog and cat owners from the large/small-animal permit process even when they keep four or more animals, but Section 5-4-405(B)(5) still holds anyone keeping four or more dogs or cats to the sanitary standards of Section 5-4-410, and does not override the three-animal ownership cap in Section 5-5-501(A). Ownership of a dangerous dog cannot be transferred to a new owner under Section 5-5-510(B), and new owners of any transferred dog or cat have thirty days to obtain a license in their own name.
