Section 114-8(A)(1) bars commencing erection, construction, enlargement, alteration, removal, improvement, demolition, conversion or a change in occupancy classification of any building or structure without first obtaining an appropriate permit from the Building Inspector, carving out only repairs that are not structural in nature and don't touch plumbing, electrical, heating, ventilation, fire protection/detection equipment or solid-fuel-burning appliances. The application must come from the owner, lessee, or their agent, architect, engineer or builder, and for work regulated under Education Law §§ 7209 and 7307, plans must bear the signature and seal of a licensed engineer or registered architect.

The Building Inspector may require liability insurance naming the Town as additionally insured and proof of workers' compensation and disability coverage before issuing the permit, per § 114-8(A)(5). Once issued, a permit is void if work doesn't start within six months (§ 114-8(C)(4)), generally runs for one year unless the Building Inspector sets a different period, must be posted on the job site while work is in progress, and cannot be transferred if ownership, use, size or type of operation changes. The Building Inspector can revoke a permit under § 114-8(D) for false statements in the application, a permit issued in conflict with applicable law, or failure to comply with a stop-work order, and a denied or disapproved applicant can appeal to the Board of Review under § 114-7.
