Hamden, CT Building Safety: Building Permits (2026)

Chapter 150 of the Hamden Code of Ordinances amends the state basic building code with the town's own permit administration. Under § 150.04, no building application, defined to include building, electrical, plumbing, heating, air-conditioning, refrigeration, well pump, ventilating or exhaust system permits and certificates of occupancy, gets approved until the applicant hands the Building Department a written statement from the Tax Collector that no delinquent taxes or sewer use fees are owed, or proof the owner has entered a Tax Collector-approved payment plan. The Building Official may waive that certification in writing for an emergency affecting occupant health or safety, or where the property is vacant and seriously deteriorated, a finding made jointly with the Assessor and the Director of Economic and Community Development.

Once cleared, § 150.06 sets the building permit fee at $24 for the first $1,000 of estimated construction cost and $24 for each additional $1,000 or fraction of it. Anyone who wants to construct, enlarge, alter or repair a building, excavate or erect a foundation, or change a dwelling's occupancy must also hold a builder's license under § 150.14, renewed each January, though § 150.14(C) exempts a homeowner working on their own home who has already obtained the required building permit. Starting work before the permit issues doubles the permit fee or triggers a flat $100 fine, whichever costs more, under § 150.12(D).
