Noblesville Code of Ordinances § 154.15, PERMIT REQUIRED, states that a permit shall be obtained before beginning construction, alteration, repair, or demolition of any building or structure, using application forms furnished by the Director, with all fees required by the code paid to the Clerk-Treasurer, application fees set under Ordinances 1513 and 1522, as amended. Section 154.16 requires the application to include a plat or sketch of the proposed location showing lot boundaries, plans and specifications showing the work to be done, and, where a state design release under I.C.

22-15-3-1 applies, a copy of that release from the State Building Commissioner and State Fire Marshal before the Building Commissioner issues the permit. Section 154.17 directs the Director of Planning to review every application for full code compliance and for flood-plain safety where new construction, substantial improvements, or major repairs sit in a special flood hazard area. Section 154.20 sets timing: work authorized by a permit must commence within six months of issuance or the permit lapses and becomes void, and all authorized work must be completed within 24 months unless the Director of Planning shows good cause for an extension; once a certificate of occupancy issues, the applicant must occupy the certified structure within 30 days.
