Noblesville Code of Ordinances § 154.04, ADOPTION OF RULES BY REFERENCE, incorporates the building rules of the Indiana Fire Prevention and Building Safety Commission as set out in specified Articles of Title 675 of the Indiana Administrative Code, including later amendments as published in the Indiana Register with their fixed effective dates. Subsection (A)(3) lists Article 16, Plumbing Codes, covering the Indiana Plumbing Code, as one of the incorporated articles. Copies of the adopted rules, codes, and standards are kept on file in the office of the Clerk-Treasurer per § 154.04(B).

Because plumbing work is construction, alteration, or repair of a building system, it falls under the general permit requirement in § 154.15: a permit must be obtained before beginning construction, alteration, repair, or demolition of any building or structure, using application forms furnished by the Director of Planning, with fees paid to the Clerk-Treasurer per Ordinances 1513 and 1522, as amended. Section 154.16 further requires the application to include a plat or sketch of the location plus plans and specifications showing the work, and for state-design-release-covered work, a copy of the design release issued by the State Building Commissioner and State Fire Marshal under I.C. 22-15-3-1. This entire framework dates to Ord. 1664, passed May 4, 1988.
