Noblesville Code of Ordinances § 154.32, INSPECTIONS; ASSISTANCE, requires that after issuance of any building permit, the Director of Planning shall make, or cause to be made, inspections of the work as necessary to ensure full compliance with Chapter 154 and the permit's terms; reinspections of work found incomplete or not ready are subject to reinspection fees prescribed in Ordinance 1522, as amended. Subsection (B) directs the Chief of the Fire Department or a designated representative to assist the Director in inspecting fire suppression, detection, and alarm systems and to report those inspection results back to the Director.

Section 154.31 ties inspection to occupancy: no certificate of occupancy may issue for a building erected, altered, or repaired after the chapter's adoption unless it complied with Chapter 154, and occupying a building without a full, partial, or temporary certificate of occupancy issued by the Director of Planning is unlawful; the application for that certificate is filed and its fee paid at the same time as the building permit application, with the fee schedule set in Ordinance 1513, as amended. Section 154.33 gives the Director of Planning or authorized representatives a right of entry to any building, structure, or premises in the city at reasonable times to perform inspection duties.

Section 154.35 lets the Director issue a stop work order in writing whenever work proceeds contrary to the code, requiring the work to halt until the Director authorizes it to continue.
