Rocklin, CA Building Safety: Building Permits (2026)

Rocklin repealed its prior construction code chapter and re-enacted Chapter 15.04 by Ordinance No. 1194 on October 28, 2025, adopting the 2025 California Building Code and 2025 California Residential Code, each in their entirety with the administrative regulations governing permit applications, plan review and inspections, under Section 15.04.010. The city also adopted Appendix I, Patio Covers, and Appendix J, Grading, to the Building Code, and Appendix AH, Patio Covers, to the Residential Code, extending permit coverage to those accessory structures. A single copy of each adopted code is kept on file in the office of the building official for public examination.

Section 15.04.010(J) further adopts California Health and Safety Code Section 17920.3 by reference, giving Rocklin authority to identify substandard buildings for structural hazards, faulty plumbing, electrical or mechanical systems, and inadequate sanitation or weather protection. Under Section 15.04.090, any person who erects, installs, alters or repairs work in violation of the approved construction documents, or without the required permit, is guilty of a misdemeanor, with each day of continued violation a separate offense. The building official, and ultimately the city manager, serves as the enforcing authority for the adopted construction codes, while the fire chief enforces state fire marshal standards.
