Rocklin, CA Building Safety: Electrical Permits (2026)

Rocklin re-enacted Chapter 15.04 by Ordinance No. 1194 on October 28, 2025, and Section 15.04.040 adopts the 2025 California Electrical Code, known as California Code of Regulations Title 24, Part 3, in its entirety, including Annex H, Administration and Enforcement, along with the code's administrative regulations governing electrical permit applications and inspections. A single copy of the adopted Electrical Code is kept on file in the office of the building official for public examination, and Community Development issues electrical permits under its provisions. Because Annex H is adopted with the rest of the code, its administration and enforcement provisions, covering permit issuance, inspection scheduling and correction notices, apply citywide without a separate local amendment.

The same chapter simultaneously adopts the 2025 California Building Code, Residential Code, Mechanical Code and Plumbing Code at Sections 15.04.010, 15.04.020 and 15.04.030, so a project combining electrical work with plumbing or structural changes is reviewed against all of the adopted codes together during plan check. Enforcement follows Section 15.04.090: any person who installs, alters or repairs electrical work in violation of the approved construction documents, or without the required permit, is guilty of a misdemeanor, with each day of continued violation treated as a separate offense, and the building official or city manager serves as the enforcing authority.
