Rocklin, CA Building Safety: Plumbing Permits (2026)

Rocklin re-enacted Chapter 15.04 by Ordinance No. 1194 on October 28, 2025, and Section 15.04.020 adopts the 2025 California Plumbing Code, known as California Code of Regulations Title 24, Part 5, in its entirety, including Appendix A, Recommended Rules for Sizing the Water Supply System, along with the code's administrative regulations governing permit applications and inspections. As with the other construction codes assembled in Chapter 15.04, a single copy of the adopted Plumbing Code is kept on file in the office of the building official for public examination, and Community Development issues plumbing permits under its provisions.

Because the code is adopted in its entirety, its administrative chapter, which sets out when a plumbing permit must be obtained, inspected and finaled, applies citywide without local amendment. The same chapter also adopts the 2025 California Building Code, Residential Code, Mechanical Code and Electrical Code at Sections 15.04.010, 15.04.030 and 15.04.040, so a single project touching plumbing, electrical and structural work is reviewed against all four codes together during plan check. Enforcement follows Section 15.04.090: any person who installs, alters or repairs plumbing work in violation of the approved construction documents, or without the required permit, is guilty of a misdemeanor, with each day of continued violation treated as a separate offense, and the building official or city manager serves as the enforcing authority.
