Rocklin, CA Building Safety: Green Building Code (2026)

Rocklin does not write its own green building code from scratch; it enacts the state's by reference and then adds local amendments where state law allows. Section 15.04.010(G), adopted by Ordinance No. 1194, § 2, on October 28, 2025, adopts the 2025 edition of the California Green Building Standards Code, known as the California Code of Regulations, Title-24, Part 11, in its entirety, including the administrative regulations, with a copy on file in the office of the building official for public inspection. That adoption sits alongside the city's other 2025-cycle Title 24 adoptions in the same section, covering the Building, Residential, Energy, Wildland-Urban Interface, Historical, Existing Building, Reference Standards and Administrative Codes, all enacted the same day by the same ordinance, which repealed and replaced the former Chapter 15.04.

The city layers its own recycling-space amendment on top of CALGreen under § 13.10.110: projects with five or more multi-family units, or new commercial construction and additions exceeding thirty percent of floor area, must provide readily accessible storage and collection space for green-container organic waste consistent with the city's two-container program, or otherwise meet CALGreen's own recycling-space sections 4.408.1, 4.410.2, 5.408.1 and 5.410.1, whichever is more stringent. Anyone who erects, installs, alters or repairs work in violation of the adopted code, or violates a fire code official's directive under it, is guilty of a misdemeanor under § 15.04.090.
