Section 22-4 sets the baseline rule for every builder in Wylie: unless a technical code adopted by reference in the Code exempts the work, no person may construct, develop, reconstruct, alter, change, restore, remove, relocate, demolish, or perform building, construction, electrical, or plumbing work on a building or structure in the city without first obtaining a building permit. The building official, created and empowered under § 22-3, enforces the requirement and can issue citations that must state the alleged violator, the location and description of the violation, the date observed, the issuing officer, and the required court date.

Before any permit is issued, § 22-2 requires the applicant to prove the site already has temporary toilet facilities within 150 feet and a connected public potable water supply; if either requirement lapses after the permit issues, continued construction becomes a violation punishable under § 1-13. Appeals from a building official's decisions go to the seven-member construction code board created under § 22-21, which can hear appeals, order repairs, and declare a structure substandard under § 22-28. Because chapter 22 governs building safety, a violation can draw a fine of up to $2,000.00 per offense under the safety-ordinance tier of Code § 1-13(c)(1), rather than the $500.00 default.
