Wylie, TX Building Safety: Childcare Center Rules (2026)

Two separate chapter 22 amendments reach childcare specifically. Under the Building Code amendments in § 22-42, IBC § 907.2.3 requires an approved smoke detection system in every Group E day-care occupancy, and its exception 1.1 lets a residential in-home day care caring for no more than 12 children use interconnected single-station smoke detectors in all habitable rooms instead of a full commercial system, though a cross-reference sends day cares caring for more than five children age two and a half or younger to the added protections of § 907.2.6.

Separately, under the Existing Building Code amendments in § 22-132, IEBC § 804.4.1.2.1 bans ladders of any type on a fire escape used as a required means of egress in any building of Group E occupancy through the twelfth grade, any Group I occupancy, boarding houses, and childcare centers by name, on the reasoning that a higher standard of safety is warranted for buildings housing children and other occupants who may need help evacuating. Both provisions are enforced by the building official under §§ 22-3 and 22-131, and because chapter 22 governs building safety, a violation can be fined up to $2,000.00 per offense under the safety-ordinance tier of Code § 1-13(c)(1).
