Lenexa, KS Building Safety: Electrical Permits (2026)

Lenexa City Code Section 4-8-I-1 adopts the National Electrical Code (NEC), 2017 Edition, excluding Article 80 in its entirety, published by the National Fire Protection Association. A marked copy stays on file with the City Clerk under Ordinance No. 5696. Section 4-8-A-2 adds Section 101.4.8 to the International Building Code, so the NEC governs installation of electrical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings and appurtenances. Section 4-8-I-2 adds NEC Article 120, which sends administration to Sections 101 through 116 of the International Building Code.

The permit requirement sits in Section 4-8-A-4. Any owner or authorized agent who intends to erect, install, enlarge, alter, repair, remove, convert or replace an electrical system must first apply to the Building Official and obtain the permit and licenses. Each contractor needs a valid Lenexa occupational license under Title 2 and a Johnson County contractor license. An owner who lives in a single family dwelling or townhouse can pull permits for that home without the occupational license. In place of a permit for each alteration to an approved electrical installation, the Building Official can issue an annual permit to a person or firm that regularly employs one or more qualified tradespersons on its own premises, and that holder keeps a detailed record of alterations.

Exempt work is narrow: replacing lamps, lampholders or ballasts, reinstalling attachment plug receptacles but not the outlet, repairing or replacing branch circuit overcurrent devices of the required capacity in the same location, and wiring operating at less than 25 volts and unable to supply more than 50 watts that is not part of a fire alarm system. Radio and television transmitting equipment is exempt, but its power supply wiring and towers and antennas are not. Temporary testing systems and utility-owned generation and distribution equipment also need no permit.

Permits stop being valid if the fee is unpaid, and the holder cannot pass a required inspection lapse of 180 days without the permit expiring. Under Section 4-8-N-1, new construction and expansions of more than 50 percent of existing square footage must place telephone, cable and power wires underground to safety standards based on the NEC.
