Lenexa, KS Building Safety: Elevator Maintenance (2026)

The City of Lenexa, Kansas, regulates elevators in two places in Chapter 4-8. Section 4-8-A-22 adds IBC 3009.1: it is unlawful to operate any elevator, dumbwaiter, escalator or moving walk without a current certificate of inspection provided by a Qualified Elevator Inspector. The inspector must be certified by the National Association of Elevator Safety Authorities or hold a similar certification from another nationally recognized organization. The rule reaches every kind of vertical or moving transport listed, not only passenger elevators.

Section 4-8-D-17 amends Section 606.1 of the International Property Maintenance Code for existing equipment. Elevators, dumbwaiters and escalators must be maintained in compliance with ASME A17.1. The most current certification of inspection must be on display at all times within the elevator or attached to the escalator or dumbwaiter, or the certificate must be available for public inspection in the office of the building operator. The inspection and tests must be performed at not less than the periodic intervals listed in Table 606.1(1), which sets intervals in months by equipment type, such as electric and hydraulic elevators, and by inspection category.

The two sections work together. The building code section decides who can inspect and makes operating without a current certificate unlawful, while the property maintenance section keeps the equipment in code compliance and puts the proof in front of riders or on file with the operator. Owners and operators of commercial and multi-family buildings should treat the certificate as a posted document that a Code Official can ask to see. Under Section 4-8-D-4 the Code Official makes required inspections under the property maintenance code or accepts written reports from approved agencies or individuals.
