Upland, CA Building Safety: Electrical Permits (2026)

Chapter 15.28 of the Upland Municipal Code adopts the 2022 California Electrical Code by reference, in its entirety, as the city's electrical construction standard (§ 15.28.010, amended by Ord. 1973 § 10 in 2023 and originally adopted by Ord. 1882 § 9 in 2014). It is enforced alongside the city's other adopted California Building Standards Code parts under Chapter 15.04, the California Administrative Code, which sets the permitting rules that apply to electrical work.

Under § 15.04.070, no permit may be issued until the applicant presents a valid California Contractor's License of the correct classification to the Building Official. The only exception is an owner-builder permit, which the Building Official may approve for a Group R, Division 3 occupancy (a single-family home) or a Group U occupancy. Section 15.04.050 exempts a short list of minor work from any building permit at all, such as low fences, small retaining walls, and utility-owned installations, but routine dwelling and commercial electrical work requires a permit.

Fees for plan review and permits are set by City Council resolution under the adopted fee schedule (§ 15.04.080), and the Building Official may refund up to 80% of an unused permit or plan review fee on a written application filed within 180 days of payment (§ 15.04.090). Electronic copies of final approved plans must be submitted to the Building Division before final inspection (§ 15.04.110).
