Broomfield, CO Building Safety: Elevator Maintenance (2026)

Chapter 15-18 of the Broomfield Municipal Code amends the ASME A17.1 Safety Code for Elevators and Escalators as adopted for the City and County of Broomfield. A new Section 8.12, Permits and Certificates of Inspection, makes it unlawful to install a new elevator, moving walk, escalator, or dumbwaiter, or to make a major alteration to an existing one, without first obtaining a permit from the State of Colorado Division of Oil and Public Safety Conveyance Section, and unlawful to operate any of those conveyances without a current state certificate of inspection.

Section 8.13, Owner Responsibility and Unsafe Conditions, then places the ongoing maintenance duty on the building owner: Rule 8.13.1 makes the owner responsible for the safe operation and maintenance of each elevator, dumbwaiter, escalator, or moving walk, and requires the owner to cause periodic inspection, tests, and maintenance as required in the current ASME A17.1 code. Rule 8.13.2 addresses what happens when an inspection turns up a problem: if an inspection reveals an unsafe condition, the inspector must immediately file that finding with the owner and with the State of Colorado Division of Oil and Public Safety Conveyance Section, which can then order the conveyance out of service.

Because the permitting and certification authority sits with the state conveyance section rather than a city department, Broomfield's own role under Chapter 15-18 is to require the owner-maintenance duty and to enforce it through the general penalty in B.M.C. Chapter 1-12.
