Broomfield, CO Building Safety: Plumbing Permits (2026)

Broomfield Municipal Code Section 15-03-070 requires any owner or authorized agent who intends to erect, install, alter, repair, remove, convert, or replace a plumbing system regulated by the building code to first apply to the building official and obtain a permit before work starts. The city adopts the International Plumbing Code, 2024 Edition, as amended by the State of Colorado Plumbing Board, as its plumbing code under Section 15-03-020(6), applying it to installation, alteration, repair, and replacement of plumbing systems, fixtures, fittings, and appurtenances connected to water or sewage systems; detached one- and two-family dwellings and townhouses of three stories or less instead follow the International Residential Code.

Separately, Section 15-26-010 makes it unlawful to conduct the business, trade, or calling of plumbing, or to install plumbing on any building, structure, or land in the city for compensation, without first obtaining a plumbing contractor's license from the building official. To qualify, an applicant must be a Colorado-licensed master plumber, or designate an employee who is one and who is responsible for all plumbing work performed; that license runs for one year from issuance under Section 15-26-050. Licensees must carry liability insurance and notify the building official of any change to their master plumber's status, and the building official may revoke, suspend, or deny a license for failing those duties or evading the chapter.

A handful of minor plumbing repairs, such as clearing a stoppage without replacing pipes or fixtures, are exempt from the permit requirement under Section 15-03-070(B).
