Clarkstown, NY Building Safety: Elevator Maintenance (2026)

Town Code § 157-36 governs 'elevators, dumbwaiters and escalators in multiple dwellings' within Chapter 157's Article V, Equipment Requirements. Subsection A, amended by Local Law No. ' Subsection B requires durable signage in conspicuous locations stating the rated capacity of each elevator or power-operated dumbwaiter car. Subsection C requires elevator cars to have an approved means of transmitting an emergency signal outside the hoistway. Subsection D requires hoistways and pits be kept free of refuse, and Subsection E requires machine rooms be kept free of oil and grease, barred from use as storage for anything unnecessary to elevator or dumbwaiter maintenance, with flammable liquids prohibited in those rooms outright.

Subsection F makes it unlawful for any person to render a required safety or electrical protective device inoperative except during tests, inspections or maintenance. These equipment rules sit alongside § 157-24's general requirement that mechanical systems, including elevators, dumbwaiters and escalators, be installed and maintained so they present no danger to health, safety or welfare and create no excessive noise or nuisance. The Building Inspector administers and enforces Chapter 157 under § 157-43 and § 157-44, with authority to order in writing the remedying of any violation on a stated timetable.
