Jackson, NJ Building Safety: Elevator Maintenance (2026)

Section 139-11 of the Jackson Township Code, part of Chapter 139, Commercial Building Standards, requires every commercial building or occupancy that has an elevator, dumbwaiter or similar equipment to obtain an annual certification performed by the authorized authority. That certification must be posted on-site, and a copy must be made available to the Commercial Building Inspector at the time of inspection. Section 139-3 defines "EQUIPMENT" for the chapter to include elevators, dumbwaiters and escalators among the mechanical facilities that relate to building services, so elevator upkeep is treated the same as heating, plumbing and fire-suppression systems under the maintenance-standards framework.

Section 139-16 creates the position of Commercial Building Inspector, filled by the Construction Official, who under Section 139-17 may inspect commercial structures, administer oaths, take evidence and enter premises to determine compliance, and, if a violation notice is ignored, request legal counsel to seek an order compelling compliance or removal of the unlawful condition. Section 139-18 lets the Inspector apply for a municipal court search warrant for periodic or complaint-based inspections when access is refused. An expired or unposted elevator certification is treated as a maintenance-standards violation under the chapter's general enforcement provisions rather than a stand-alone elevator offense.
